CHAD way to SOLVE IT:

go here:

C:\Users\<username>\Documents\Adobe\Premiere Pro

DELETE THE STUPID "6.0" folder(or just move it away like a pussy)

makeshift virgin way to fix it:

IDK HOW BUT THIS WORKS

Create new file

Import > ENTIRE PROJECT > choose the project you want

Now you have your project but its in a folder. GREAT SUCCESS!

what are the signs? / how to know if your project is gonna get FUCKED?
if you made a lot of sequences. it starts to fuck up around 11
if you can't close premiere properly
